Timor-Leste's mobile network has undergone significant development since the country's independence in 2002. Initially, the telecommunications infrastructure was severely damaged during the violence following Indonesia's withdrawal in 1999. Telkom Indonesia ceased providing services, and the new country code (670) was allocated by the International Telecommunication Union. However, international access remained limited, and telephone calls were often expensive, with rates such as A$3.00 per minute in Australia and over £2 per minute in the UK.

In 2000, Telstra expanded its cellular telephone signal into East Timor, operating services until 2003. Timor Telecom (TT), part-owned by Portugal Telecom, began operating fixed-line and mobile telephone services in 2003. By 2008, the total number of fixed phones was 3,000, and mobile cellular subscriptions were 103,000. By 2019, mobile cellular subscriptions had increased to 1,425,256, covering approximately 110.2% of the population, while fixed telephone subscriptions were 2,075, or 0.16% of the population.

The government and Timor Telecom agreed to end the contract in 2012, allowing the telecommunications market to be liberalized. Today, three mobile operators—Telemor, Timor Telecom, and Telkomcel—provide the bulk of Internet connectivity using 3G, 4G LTE, and HSDPA technologies. While ADSL and dedicated line infrastructure are available, they are prohibitively expensive, making cellular options the primary choice for most individuals and organizations.
